Hidalgo rises in IMCO’s competitiveness index: A signal to invest in central Mexico

The state of Hidalgo climbed 11 positions in the 2025 State Competitiveness Index, becoming the fastest-improving entity in the country.

This index, developed by the Mexican Institute for Competitiveness (IMCO), evaluates the institutional, economic, social, and infrastructure performance of each state, offering a comprehensive view of the factors that influence strategic industrial decisions and help assess state-level investment potential.

Business competitiveness in Hidalgo: The fastest-growing state in 2025

Hidalgo recorded the highest national advancement in the State Competitiveness Index, jumping from 25th to 14th place.

  • Innovation and economy: climbed 6 spots to 21st, showing a stronger capacity to attract high value-added industries.
  • Society and environment made a leap of 18 positions (from 32nd to 14th), leading the nation in wastewater treatment, with 9.99 liters per second per 1,000 inhabitants.
  • Infrastructure: improved by 3 positions (now 24th), driven by progress in transport, telecommunications, and financial services.

As for key indicators, Hidalgo ranked among the top states nationwide:

  • 1st place in wastewater treatment.
  • 2nd place in annual growth of jobs registered with the IMSS.
  • 3rd place in average GDP growth over the past three years.
  • 4th place in low state debt levels.
  • 5th place in growth of economic units with more than 50 employees.

The state’s focus on sustainability and ESG criteria, evidenced by its leadership in wastewater treatment and low debt levels, creates more responsible conditions both environmentally and financially.

Óscar Ocampo, Director of Economic Development at IMCO, explained in an interview with W Radio that competitiveness is understood as a state’s ability to generate, attract, and retain investment and talent.

Based on this definition, Hidalgo’s growth has helped improve key aspects such as logistics services, administrative efficiency, and regulatory stability.
